We are invited to rejoice, and the reason is who God is, not how the day goes.

What does “Rejoice” mean in Philippians 4:4?
The Greek word chairo means to be glad and to rejoice. Alway means at all times, and Paul says it twice so that no one misses it.
Going deeper
Paul wrote these words from prison, which changes how we hear them. He is not writing from a comfortable place, telling others to cheer up. He knows chains and uncertainty, and he still says rejoice. The key is the phrase in the Lord. Joy is anchored in Him, so it does not depend on the state of the room, the calendar, or the bank account.
Notice also that this is a command, not only a hope. That means rejoicing can be chosen, even when feelings lag behind. It usually begins with a decision to notice what is good and to say thank you out loud. Try naming three specific things today that you are grateful for, and tell someone about one of them. This is not pretending that everything is fine. It is refusing to let what is wrong be the loudest voice. In the Lord, there is always something to rejoice in.
